Recent changes require that a NICET 3 or 4 Fire Alarm tech stamp fire alarm plans that are submitted to the fire marshal for approval. Before that a NICET 2 could design and sign off.

In 2019 State Fire code allowed NICET level II to design fire alarm systems although as of July 2022 this has been changed to NICET III and IV
