Should the dream act be passed?

The Dream Act got through the House but did not pass through the Senate. Part of the reason was the fact that they added several earmarks to the bill. This is when they add additional things to the bill and most the time there is a price tag to these additions. When this happens it makes it a dirty bill and many times this gives a senator a reason to vote for or against it. It's hard to be upset with the senators for how they voted because of the complications that the earmarks cause.
A clean bill for the Dream Act would actually help our Armed Forces in many ways. Currently the rate of young people entering the Armed Forces is very low. Having these young men and young women enter the service of the country would give the military the shot in the arm it needs. The fact that these young people had no choice about coming to the US and now many of them don't even speak the language of their parents countries makes it unreasonable to deport them with their parents especially when the crime they have committed is not even a crime but a civil infraction which is not even a misdemeanor. Those that want to be so harsh don't understand how the law is currently set up and what can and what cannot be done. Having these young people attend college will only help our country given the fact that education is the key for a society to come out of poverty and problems. Average Americans are not having enough children to meet the needs of those that will be retiring soon. These young people after being made legal will then become legal tax paying members of society. We are not rewarding people for doing something wrong when we set certain requirements and penalties such as military service and education requirments.
Most people don't understand that crossing the border without inspection is in fact only a Class B criminal misdemeanor so when they are caught I guess you could refer to them as criminals. They are caught and they are deported at that time and there is a re-entry bar put in place and if they cross again they can be charged with a felony although many times the US does not do that either. The next paragraph is very important to understand when learning about our law and the people that are here that did not come with permission.
When they are not caught or when their legal visa expires and they don't leave the issue is not criminal it is only CIVIL since "Unlawful Presence" is only a civil infraction not a crime. If you were speeding and got caught you normally are given a ticket but if you are not caught then you don't get the ticket. It can be argued that you are still guilty even though you were not caught and if this were the case then all of us would be in jail with fines we could never pay.
If the policeman does not see you commit J walking he cannot cite you for it. The same applies to these people. They are here in the country and the Governement does not have their names, addresses or enough information to issue warrants or deportation orders so just sending them back is not an option. They are part of society if we like it or not, this is the case and we need to deal with it. The Dream Act could have cleaned up a large part of these people and put them on track to become part of the legal tax base through service to our country.
If they live here they pay sales tax, rent or house payemnts and this money is taxed and much of the housing tax goes to pay for education so all this hype about them getting completely free education for their kids is a joke. The alternative for us to refuse to educate these children is to have these kids on the street which would add to the criminal element. Education on the other hand does the reverse of that. When they become doctors, lawyers, plumbers they will provide services and add to the tax base and their children will grow up to be great members of society.
Now we will have thousands of young people that will be forced to live in the shadows and get false ID to work. Understand that these kids had no choice to come in without inspection since their parents brought them when they were young. Their other choice is to leave when they are 18 and go back to their countries. Many of them don't speak the language well enough to get by and separating families will not help our country it will degrade it. We could have given them the choice to do something legal and become legal and serve in the military but no we basically are telling them to stay in the shadows. The US is their home and they don't even know much about their birth countries.
Now the question is a moral one more than a legal one. They can make 20 times the money here in the US working for Companies that take advantage of them and don't pay vacation, benefits or healthcare. We take advantage of them and they take advantage of us since we want low prices for items, services etc...They choose to stay and provide for their families and most of the time send money back to their countries rather than "do the legal thing" and leave and live in poverty. We need to look for solutions that will help both sides rather than being so one sided. We should not reward them with amnesty but we should fine them for what they have done and allow them to have permission to stay and set limitations so they do have to pay taxes above board. Currently using false socials they paid over 9 billion dollars last year alone just into the social security fund. Without that money the fund would be hurting more than it is now. Set a reasonable fine and then fiance them and let them pay in payments. The current system is so broken that people that want to go about it the legal way cannot. There is no legal line most of these people can get into if they go back to their countries so what is the incentive to do it the right way if there really are no option? I know what the Gov put them through since I have filled out 21 forms myself and the process is crazy, hard to understand and very costly. We do need a reform and the Dream Act would have been a reasonable first step.
El Dream Act no paso el Senado y parte del rason era porque ellos añadiron "Ear Marks" y eso es cuando ponen otros requisitos que muchas vezes cuesten bastante dinero. Una cuenta limpia para el acto ideal ayudaría realmente a nuestras fuerzas armadas de militar en gran medida. Los americanos medios no están teniendo bastantes niños para cubrir las necesidades de los que se estén retirando pronto. Esta gente joven después de ser hecha legal entonces hará impuesto legal que paga a miembros de la sociedad. No somos gente que va a dar premios cuando hacen algo mal cuando fijamos ciertos requisitos y penales tales como requisitos del servicio militar y de la educación.
